The fact that they're still friends does nothing for their reputations, at least among the few people who know they haven't severed all ties, but it's hard to undo that many years of friendship. Their respective mentors forced them to be friends when they were young, being the only villains their age, and since they've had a very close relationship made up of equal parts open resentment and sincere affection. Incredibly taboo? Sure. But old habits (like movie nights and the nickname Junior) die hard.
Doctor Master's habit of dropping Third Eye off at random headquarters while he went off to work has done Third Eye worlds of good; now that he's a full-fledged super villain, for example, he has one of the most valuable contacts a super villain can have: Malik. They met back in Third Eye's Junior Master days, through Doctor Master, and are rather good friends -- and business associates. Third Eye is an extremely faithful customer, and as such Malik has been more than happy to help out with building his new lair, donating to Misguided Youth, and offering supplies for freelance jobs that Third Eye can't rely on the Conglomerate for.
