ORIGIN STORY
Born to Doctor Master, established super villain, and an unidentified mother, Third Eye (known as Junior Master until the age of 17) was born blind and powerless. When he was thirteen years old, his father performed a revolutionary surgery that both corrected his eyesight and turned him into a metahuman, giving him a multitude of powers that have, over the years, expressed themselves -- and perhaps a few more that still lie dormant.

HISTORY
Third Eye was famous before he ever had superpowers -- his father, Doctor Master, was incredibly fond of talking about his son. The good doctor had never been much of a big deal on his own; his "power", if it could be called that, was superhuman medical ingenuity, the fact that he had surgical tools for hands, and the ability to operate on, quite literally, any one or thing. The only thing he was really famous for was being the official doctor for super villains everywhere -- those who had alter egos that couldn't go to hospitals with their heinous injuries, or who wanted a bit of a nip-tuck, or thought they could use webbed hands and toes to make their water-related powers more obvious to the general public. But having a secret blind kid that nobody saw and who, according to Doctor Master, "had no mother" -- that was interesting. For the first years of his life, Third Eye was called "Junior Master" by the general public. What few pictures there were of him were blurry; there was Junior Master being held tightly and covered by Doctor Master's lab coat; another, of him hiding behind Loom's cape on their way into the headquarters of Terrible People where Doctor Master was performing another wonderful surgery; Junior Master on Deadly Penny's shoulders, a hood held tightly over his head so she could fly him up into the sunlight for a few brief minutes. By the time he was old enough to know what was going on, Junior was a bona fide celebrity, with websites dedicated to finding out his superpower, and shirts that read "FREE JUNIOR MASTER" that had his blurry, smudged face on the back.

Junior was well known within the super villain community as well, and not just because of his father; several super villains took a liking to the boy, sharp as a tack and nowhere near as eccentric as his father was. He was Doctor Master's assistant, and often did minor surgeries on his own, carefully guided by the sound of his father's voice. Some of his father's associates even asked about adopting the boy as their own wards, but Doctor Master would have nothing of it -- whether it was a genuine adoration of his boy, a desire for the popularity that came with having a secret child, or perhaps the belief that he would raise Junior to follow in his footsteps, Doctor Master maintained that he couldn't ever possibly let his darling Junior go. If Junior resented him for it, he didn't bring it up -- and anyways, he was perfectly content to be coddled by super villains and taught tips and tricks, mean, little nasty things that a blind kid could still do. It was a good life, even when Doctor Master used him as a test subject - occasionally, good things even came from these experiments, such as Junior's enhanced cognitive and observational skills, although they did come at the price of his ability to have a good night's sleep.

But his father was ambitious, and Junior wouldn't ever dream of saying no to him. Junior learned that his father planned on giving him sight -- and powers -- from listening to the news while he played chess with Dark Lady. When Doctor Master brought it up, Junior simply asked who would be assisting him, when it would happen, and what sort of powers he would have. Perfectly logical questions, especially for an eleven year old who had just been told he would be able to see his first flower -- and possibly be able to fry it with his eyes. It took two years for the proper arrangements to be made, and six months for Junior to make a full recovery, but at thirteen years old (as Doctor Master various media outlets were proud to announce), Junior Master could see. And much, much more.

Heat, laser, and x-ray vision were all highly coveted in the world of bank robbers and thieves. With Doctor Master's connections, Junior quickly began working for various friends of the family; not on the outside, of course, but with helpful tips on the particular weaknesses of a safe they brought in, or assisting with strategic planning. It was difficult for him to control, and many times Junior would only deal with villains from behind closed and reinforced doors, lest he accidentally burn a hold through their chest, but Junior was known enough and liked enough for people to come back anyways, despite the inconsistencies, allowing Doctor Master to gain more money and Junior Master to gain more prestige.

Once his powers balanced out around age 17, Junior Master finally decided to become a super villain in his own right. One of (if not the) youngest super villains of the time, Junior joined up with the infamous group Evil Conglomerate, whom he had been working with since his youth, and set to work. Over the next few years, Junior Master was part of some of the most successful bank robberies, government hacks, and general acts of terror undertaken by Evil Conglomerate. Junior outgrew his father in a matter of months, changing his name to Third Eye, investing in a costume, and finally venturing into the limelight. His first open-air bank robbery was on his 19th birthday, and very nearly failed because of Third Eye's general awe at actually being outside -- after the near-miss and loss of a few petty thousand dollars, Third Eye was restricted to night time jobs and work at Headquarters.

Third Eye's first major scandal came not long afterwards, when Doctor Master publicly announced that he was leaving the super villain business to work for and with Justice Battalion. Third Eye's loyalty was suddenly cast into doubt; over the next year, he dealt with a failed job (his first since his childhood, and one that some claimed was a direct sabotage on his part), being suspended from Evil Conglomerate, his father pleading for him to "come to the right side" on every major news network, and the appearance of yet another power he couldn't control -- ice vision. Things died down after a while; Third Eye was accepted back into Evil Conglomerate and even began a program of his own (Misguided Youth, for aspiring super villains under the age of 18), and resumed his secretive existence.

ASSOCIATES / OFFICIAL AFFILIATIONS
Third Eye has been doing freelance work for every major villainous group since his Junior Master days. As an adult and super villain in his own right, Third Eye has aligned himself with Evil Conglomerate, though he still does jobs for other organizations on the side. He is one of the most connected people in the villainous world; if they were a major influence in the late 1990s and early 2000s, chances are Third Eye knows them, has worked with them, and was possibly partially raised by them. Though Third Eye has to fight the fact that many of his colleagues view him as a nephew figure (especially those who were peers to his father, Doctor Master), the status isn't entirely a bad thing. Until his father's unfortunate decision to join the Justice Battalion, Third Eye was hardly shy about using Doctor Master's connections to get jobs. As it stands, he has currently severed all professional ties with his father (though some blurry pictures exist of Third Eye at his father's lair-turned-vacation-home). Third Eye is also the creator, manager, and main sponsor of Misguided Youth, an organization for under aged aspiring super villains that helps them get starter jobs, internships, and other insights into the world of super villainy.

COSTUME
Third Eye rarely has the need to wear his costume, as his operations either happen indoors or in the dark of night, but he has one anyways. It's rather unremarkable; the mask is, effectively, a burlap sack, dyed black and tied around his head tightly enough for the profile of his face to be just barely visible. There are holes cut out for the eyes, but over the sack Third Eye wears a pair of plain white sunglasses with mirrored lenses; Third Eye only removes these when he needs to use his heat or laser vision. The rest of his costume amounts to a black jumpsuit with white gloves and sneakers, giving him a somewhat low-rent look. When around other super villains, Third Eye rarely feels the need to be in costume, or even remotely disguised; occasionally, if he knows he'll be talking to someone he doesn't quite trust, he'll wear a plain white blindfold to partially conceal his identity.

LAIR
Formerly shared a lair with his father. Recently built his own lair at an undisclosed location, rumored to be underground. From what the media has dug up, the lair has quite a lot of medical equipment, various high-powered computers, ophthalmologist's tools, filing cabinets full of information about super heroes, super villains, various jobs and historical events of metahuman importance. The location of Third Eye's lair is kept secret even to fellow super villains. He has a secondary headquarters, however, located not far from Harvey's apartment, the location of which is not kept secret from fellow super villains, and is the most common way of reaching him outside of Evil Conglomerate.

PUBLIC PERCEPTION
Third Eye is by and large one of the most notoriously mysterious super villains. Though the media has been trying to get pictures of him since his birth to the infamous Doctor Master, very few actually exist, and only two of those are not blurry beyond recognition; the first features him in full costume, which conceals his face, and the second is from his Junior Master days (allegedly; no super villain, nor his father, will identify the picture as being of him). He is intensely secretive, which lends some to his popularity. In his Junior Master days, popular t-shirts with his blurry face on the back and the text "FREE JUNIOR MASTER" on the front were widely distributed, and are still in circulation. Third Eye is seen as being a behind-the-scenes type super villain, like most members of the Evil Conglomerate. Despite his evil alignment, Third Eye has been known to donate large sums of the even larger amounts of money he steals to charities (usually for blind or metahuman youth) -- under the table, of course, so the police don't seize the funds -- and began Misguided Youth as a largely non-profit youth group center.

SECRET IDENTITY
Third Eye doesn't hide his face from fellow super villains often -- he was raised by most of them, so it's rather a waste. As such, most super villains know what he looks like, and a few even know the name of his secret identity. A handful of those people know where to find/contact said secret identity, and a select few of those know where said secret identity actually lives. Occasionally, when working with new recruits, people he doesn't know, or others who aren't important enough for him to drag out the full costume, he'll wear a blindfold (occasionally a blindfold and hat) to partially conceal his face -- and therefore his identity.

FAMILY/HISTORY
Harvey Hartell, Sr: Retired medical doctor. Somewhat estranged.

Harvey Junior didn't have a normal childhood. He was home schooled by his single father, Dr. Harvey Hartell, after his mother's tragic death in childbirth and the fact that his only son was blind traumatized the doctor into believing his child should be shielded from the horrors of the world. Harvey was cared for by nannies, tutors, and various people who worked in his father's large and empty household, and until he turned 18 and used his father's credit card to pay for corrective surgery, didn't see the outside world.

Thus, the Harvey that started attending college without any friends from high school or, really, any past or history at all, was forced to explain his strange appearance from nowhere as the result of his father's madness -- and anyone who had met Dr. Hartell could attest to said madness. Not that Harvey invited people over often. He was a good student -- an incredible one, actually, breezing through pre-medical classes for two semesters before deciding that his true calling was psychology. And English. And history. One of the only triple majors at the school, Harvey quickly gained a reputation for being cosmopolitan despite his exotic and strange childhood, and despite the fact that Harvey seemed to try to stay as inconspicuous as possible (a product of his childhood, his fellow psychology majors crowed), he was one of the more popular freshmen on campus. It died down after a while, thank God, but any self-respecting gossip knew who Harvey Hartell was.

After all, he was practically perfect. He volunteered with blind children at the local community center, having a soft spot in his heart for them (cue the swooning women, only even more pleased by his quiet but insistent rejections of their advances); he was nearly a genius, and seemed to pick up on everything without needing much, if any, help; he had got money that seems to come from nowhere but did, in fact, come from his retired father's savings account. So what if he occasionally skipped classes and napped in the lunch room? He deserved it -- he probably spent all his time studying, anyways.

Of course, there's a bit of a dichotomy; some people find Harvey wonderful and amazing, and others think he's a complete weirdo. The more skeptical of students see Harvey as being a bit too good to be true, claiming he cheats on tests and sells drugs to pay for his nice clothes. There are one or two bona fide crazies who swear up and down that he's Third Eye -- his father's a doctor, he used to be blind -- but these people are largely ignored and laughed at. How could such a perfectly nice young man be a super villain?

Well, he couldn't.
